In this publication, the World Health Organization (WHO), the Office of the High Commissioner for Human Rights (OHCHR) and the International Organization for Migration (IOM) explore the multifaceted health and human rights challenges that migrants face and report on recent developments in this area. The aim of this publication is to provide all stakeholders with a reference on key health and human rights issues in the context of international migration.

The Migrant Integration Policy Index (MIPEX) Health strand is a questionnaire designed to supplement the existing seven strands of the MIPEX, which in its latest edition (2015) monitors policies affecting migrant integration in 38 different countries. The questionnaire measures the equitability of policies relating to four issues: (A) migrants’ entitlements to health services; (B) accessibility of health services for migrants; (C) responsiveness to migrants’ needs; and (D) measures to achieve change.

The Situational Assessment Report (SAR) on Migrant Health at the Southern EU borders is based on the International Organization for Migration (IOM) assessment conducted within the framework of the Equi-Health project “Fostering health provision for migrants, the Roma, and other vulnerable groups”.  The report was prepared with information collected in a desk review at regional and national level of publicly available reports, EU-funded projects, assessment tools, response planning, and training materials available in English and local languages.

This document has been developed within the framework of the EQUI-HEALTH project  ("Fostering health provision for migrants, the Roma, and other vulnerable groups”) EC/DG SANTE co-funded Southern EU Border component (MH SEUB) to present the findings of the IOM desk review and field work held in Sicily - Italy from 4th to 18th September 2013.

This reports IOM activities towards elimination of malaria. More dialogue is needed to enhance understanding of migrants’ right to health and the concept that health and social costs are reduced when healthy migrants are fully integrated into their host communities. Furthermore, these discussions should take place at all levels of government as addressing malaria across the migration continuum requires critical inter-country coordination for sharing of information and good practices among all key stakeholders.

Progress made and challenges faced by the Government of Sri Lanka on advancing the resoluton on 'Health of Migrants", adopted 25th of January 2008 at the 122th session of the World Health Assembly. 

Despite the growing recognition of the importance that migration health plays in advancing global health and sustainable development goals, there is a paucity of technical guidance and “lessons learned” documents to guide Member States, international organizations, academia, civil society and other stakeholders seeking to develop effective migration health policies and interventions using evidence-based approaches.

Migrant health issues have risen on the agenda of policymakers in the Asia-Pacific region in recent years, generating momentum at the very highest levels of government. The challenge now is how to translate this momentum into visible changes on the ground. Despite progress on both policy and programmatic fronts, Asian migrant workers continue to face challenges in accessing health facilities and services at all stages of migration – before departure, while in transit, at destination and upon return.
