Assisted Voluntary Return of 900 Irregular Migrants from Ethiopia Stranded in Puntland State of Somalia (RAIMES)

Through this pilot project, IOM intends to aid irregular Ethiopian migrants stranded in the Puntland State of Somalia wishing to return to Ethiopia. In cooperation with government authorities from Puntland and Ethiopia as well as relevant partners from the UN and NGO community, this project will set up a humane procedure for the voluntary and orderly return of Ethiopian migrants stranded in Bossasso. IOM has developed this project in response to requests from the Puntland authorities to the United Nations Humanitarian Coordinator appealing for help for the large number of Ethiopian irregular migrants stranded mainly in Bossasso and other areas of Puntland. This project will aid up to 900 irregular migrants to return to Ethiopia by providing pre-departure counselling, pre-embarkation medical screening, transport to and reception in Ethiopia, and commercial transport to their home of record in Ethiopia.

The purpose of this proposed data collection is to determine the knowledge and behaviour of truck drivers and to establish the baseline data necessary for supporting appropriate, essential services and advocacy for transport workers, especially truck drivers. The data will be used to determine what services are necessary, will be most effective, and will be widely accepted by mobile populations. It will also provide direction for the nature of appropriate preventative activities in the context of current behaviour and knowledge of truck drivers. The data collection will also be essential in determining messages and approaches for advocacy, and assessing the efficacy of project activities.
Regional Initiative for the Caribbean on HIV-AIDS and Mobile Populations - Phase II

The Baseline Assessment, on which the proposed project builds, focuses on mobile populations in the Barbados, Curaçao, the Dominican Republic, Jamaica and Trinidad, who are at risk of acquiring HIV/AIDS. Phase 2 of the project will consist of the design and implementation of a replicable model of intervention for HIV prevention and access to care among mobile populations. The intervention will be based on the outcomes of the Baseline Assessment and will target women who work at market places along the border between Haiti and the Dominican Republic as well as migration/police officers and the military. A general HIV/AIDS information outreach programme will be implemented, which includes information on TB, STIs and reproductive health.

Through this proposed initiative, IOM will support the HIV/AIDS national response, while building capacity for migration health management. The project will conduct wide-reaching information outreach in Moldova and main destination countries to inform migrants of the dangers of infection, facilitate the inclusion of migrant health interests in national strategies on HIV and foster partnerships with Moldovan Diaspora communities in main destination countries. Further, the intervention will enhance the base of information for successful HIV/AIDS preventive interventions targeted at mobility-affected communities in Moldova and provide research support on key subjects in the field.
Communicable Disease Control and Health Promotion for Migration-affected Communities in Selected Townships of the Mon State

Following MSF-France's decision to pull out from Myanmar effective in February 2006, five successful Malaria Control Units in Mon State, reaching a large number of migrant workers and their families run the risk of being closed down for lack of financial and managerial support. A closure of the Malaria Control Units or a break in services will result in a loss of momentum, an interruption in well-established working relationships with local health and political authorities, de-mobilization and/or loss of trained staff and diversion of laboratory equipment to other activities the local authorities might find more important. The aim of this contribution by UNAIDS is to help increase IOM's action on HIV/AIDS issues in the Southern African region. Duties and Responsibilities: Working under the direct supervision of the IOM Regional Representative and in close coordination with the Regional Project Development Officer in Pretoria, and with technical guidance and support from IOM's Migration Health Department (MHD) in Geneva and Nairobi, the incumbent will serve as the Coordinator for the overall development, integration, management and advocacy of IOM initiatives on HIV/AIDS and population mobility in Southern African.

This program is not envisaged as a long-term strategy. Rather it is seen as one that will fill in a 'service gap' to provide a humanitarian medical response to address the emergency or intermediate health and/or mental health/psychosocial needs of the target groups who are not able to receive medical support during the transitional phase of trust and confidence-building, and with a vision that this will further entice the (Gerakan Aceh Merdeka - GAM) GAM leadership and former combatants to come forward with decommissioning lists in a timely manner as agreed under the GOI/GAM MOU.
