Migration Health Research Area/Expertise:
As a staff nurse at the premier medical center in the Philippines, I had provided care to foreign patients who are mostly expatriates and Chamorro. The hospital is a medical tourism hub and the quality of care is world-class. Cultural sensitivity is part of our institutional values, in contrast to other local facilities, as we cater to patients with diverse profiles. I persevered with the minimal pay and considered my work as stepping stone for the lucrative job opportunities abroad. While I was not really into migration health before, these are the realities among the health professionals in the Philippines comprising the bigger picture of the global health system.

Afterwards, I received a short-term contract to assist in the evaluation of national HIV/AIDS policies and one of the key affected populations among the Filipinos is the seafarers. I also encountered a call from a Filipino overseas requesting for anti-retroviral drug as it is too expensive in his current country. I learned that epidemic is concentrated in urban centers and transit sites. It was in graduate school that I have become interested in the intersection of urbanization, migration, and health. My thesis is about the health-related practices of urban migrant workers in Metro Manila. It garnered the “Young Researcher Poster” award at the biennial Geneva Health Forum and subsequently published at the supplemental issue of the Annals of Behavioral Medicine.

When I joined the Department of Health as Research Fellow, I expressed my interest in migrant health to my superior, in which she has been supportive. She designates me to provide technical assistance on the burgeoning migrant health portfolio of the Department. I obtained a seat at the Policy, Advocacy, and Research TWG of the Philippine Migrant Health Network and provided substantial inputs to the migration research agenda. Then, I got tapped to conduct a research on the feasibility of establishing a hospital abroad for the Filipino migrants as per the directive of the President of the Philippines. We offered policy alternatives in the report which include the deployment of health attaches in select Foreign Service posts. I drafted the initial version of the Executive Order which is now undergoing budget deliberations. I am currently involved in the upcoming ASEAN Health Cluster 3 Meeting on the development of health coverage guidelines for migrants. I have developed the assessment tool and will draft the initial version of the guidelines for presentation. I am also finalizing a manuscript for publication highlighting the migrant health initiatives in the Philippines.

Aside from my formal work, I render pro bono consultancy services to the United Nations Major Group for Children and Youth in organizing an event this December in line with the adoption of the Global Compact for Migration by the Member States. The Youth Forum aims to guide youth engagement in the implementation, follow-up, and review of the compact. I am specifically in charge of mapping organizations and building partnerships in the Asia-Pacific region. I am keen on continuing migration and health advocacy in the future.
